It has been a few months since NetherRealm Studios released Mortal Kombat 11: Ultimate and the competitive community has not slowed down in the slightest. Many people are still playing MK11 to determine who the most skilled fighter is. However, a character's strength is almost as important as skill, and members of the community have created tier lists to figure out which of MK11's fighters is best.
An important fact to note before these Mortal Kombat 11 characters are ranked is that there's no such thing as a bad character pick. Even in games where characters are separated by major gaps in effectiveness, a person should always feel free to pick any fighter they enjoy playing as. A player can choose to pick a top-tier MK11 fighter if they want, but a character being low-tier is never a reason to stop playing them entirely. That being said, it is still important to know which characters in Mortal Kombat 11 tend to outperform the others.

Every character in MK11 is competitively viable and none of them are so bad that someone should consider dropping them. However, the best MK11 fighters are still rather easy to pick out. These include Cetrion (who is considered the best), Jacqui, Joker, Sheeva, Fujin, and Liu Kang. The reasons behind each characters' high tier placement differs between them, but in general this means that they have the easiest time asserting their game plan and move sets over their opponents.
Just underneath these six fighters on MK11's tier list are the high and mid-ranked Mortal Kombat 11 characters, which contains the vast majority of the cast. Throw a dart the Mortal Kombat 11 roster and a person would be likely to hit one of these characters. On the high end of this spectrum are characters like Sindel, Geras, and Mortal Kombat's Sub-Zero. Meanwhile the low end of MK11's tier list contains Nightwolf, Baraka, and Rain. These characters can perform well without a huge amount of relative struggle, but they're far from being as dominant as the top six MK11 fighters listed above.
At the bottom of Mortal Kombat 11 Ultimate's tier list sit characters that TrueUnderDawgGaming deems "still decent," with the exception of the unplayable Kronika, who is bottom tier. These characters are Skarlet, Rambo, Shao Khan, and RoboCop, with RoboCop sitting comfortably at the bottom. Even then, it would be an understatement to say that RoboCop is a bad Mortal Kombat fighter choice. In many ways, he is just underrepresented, and he could actually be good with some of the recent changes made to MK11's tournament rules. These rules allow players to use custom variations, which means that players can mix and match their strongest specials, which has the potential to raise every characters' place on MK11's tier list.
There is a good reason to learn Mortal Kombat 11 at the moment. It is currently a very well-balanced game with plenty of room for players to find a playstyle and a Mortal Kombat fighter that works for them. On top of that, it has a huge roster with tons of iconic characters to pick from. Whether players pick Cetrion or RoboCop, they can be sure that, with a little bit of effort and training, they can see results.
